Put the sugar into a small saucepan set over medium-high heat and add 1¼ cups water. Simmer until the sugar has dissolved, then add the pouch contents, stir, and continue simmering for 5 minutes. Pour through a fine-mesh strainer into a clean container, discard the spice solids,and allow the syrup to cool to room temperature.
Make the drink:
Put the syrup and lemon juice into a tall glass and stir to mix. Fill the glass with ice and top with seltzer and the rose buds. Serve with a reuseable straw!
